Brazil’s regulated betting sector recorded a doubling of revenue during the first four months of 2026 compared to the same period last year. Federal Revenue Service data shows tax contributions from licensed operators reached R$4.5 billion, matching levels seen in the tobacco and agricultural industries.
Tax revenue increased from R$2.2 billion in early 2025 to R$4.5 billion between January and April 2026. With the tax rate set at 37%, operators generated a total of R$12.2 billion in revenue during this period. The monthly tax contribution now approximates the R$1 billion paid by the tobacco and agricultural sectors.
Market Structure and User Base
The Ministry of Finance has issued 85 licenses to companies operating 187 authorized websites since the regulated market launched in 2025. H2 Gambling Capital estimates that ten brands control 68.8% of the market. Betano leads with a 23% share of 2025 revenue, followed by competitors including Bet365, SportingBet, Esportes da Sorte, Superbet, Blaze, Betnacional, EstrelaBet, CassinoPix, and 7K.
Official figures indicate 25 million individual taxpayers placed bets in 2025, spending an average of R$123 per month excluding winnings. Lauro Gonzalez of the Getulio Vargas Foundation attributes the revenue increase to increased advertising penetration. Ed Birkin of H2 Gambling Capital projects wagering during the World Cup could reach between R$20 billion and R$25 billion, though exact returns depend on match outcomes.
The total revenue for the sector in 2025 amounted to R$36.9 billion. Plínio Lemos Jorge, president of the National Association of Games and Lotteries trade body, stated, "It’s an industry that is gaining a foothold." Marco Túlio Oliveira, CEO of Ana Gaming, expects the growth rate to decelerate compared to previous years.
