Russian Bookmakers Raise Mobile App Ad Spend by 70% in Q1 2026

Russian betting operators increased their mobile application advertising budgets by 70%, representing a 1.7 times year-on-year growth during the first quarter of 2026. The sector now accounts for 5 to 6 percent of total mobile ad spending in the country, up from 3 to 4 percent a year earlier.

Market Distribution and Regulatory Framework

PARI leads the segment with a 31 percent share of industry ad expenditures. FONBET follows at 28 percent, while WINLINE, BetBoom, and Liga Stavok hold 11 percent, 8 percent, and 6 percent respectively. UMG provided the underlying budget distribution figures for the period.

The Federal Antimonopoly Service recently clarified that bookmaker promotions are legally permitted only on dedicated sports platforms. Advertising placements within unrelated mobile applications may fall outside current regulations. Companies face fines of up to 500,000 rubles for noncompliance.

Legal experts note that these penalty amounts remain proportionally low compared to the overall reach of major promotional campaigns. Several large operators now factor potential regulatory fines directly into their standard marketing budgets.
