Ukraine Ministry Reports 5% Annual Gambling Participation Rate

The Ministry of Digital Transformation of Ukraine has released initial findings from a nationwide survey on public engagement with gambling. The study, conducted by the Center for Responsible Gaming with support from the Ukrainian Gaming Operators Association, analyzed responses from 3,164 adults.

Player Behavior and Regulatory Preferences

Only five percent of respondents reported playing gambling games within the past year, while two percent participated in the last month. Eighty-four percent of surveyed individuals do not identify as gamblers, compared to fifteen percent who do. A majority of seventy-five percent view the gambling sector as a significant challenge for the country, and seventy-eight percent believe unlicensed casinos negatively impact the national economy.

Player behavior data shows that eighty-three percent stopped gambling after their first experience. Sixty-five percent lost interest, twenty-three percent quit due to financial constraints, and ten percent cited addiction concerns. Eighty-three percent reported no negative consequences from their gambling activity, and ninety-three percent never borrowed money for acquaintances to gamble.

Regarding policy, forty-eight percent prioritize advertising restrictions, seventy-four percent support stronger addiction protection measures, and sixty-seven percent favor strict state oversight.

The Ministry plans to continue publishing detailed analysis on player behavior and the effectiveness of responsible gaming tools. The findings were shared ahead of the GATE conference in Tbilisi on June 26–27.
