Finland Receives 50 iGaming License Applications Ahead of 2027 Launch

The National Police Board of Finland has recorded 50 B2C license applications for the country’s regulated iGaming market. The licensing window opened on March 1, 2026, with the new framework scheduled to begin operations on July 1, 2027.

Application Process and Market Structure

Each submission requires a €28,979 processing fee. The regulator estimates that reviewing each file takes approximately six months. Juha Katainen, Senior Adviser at the National Police Board, stated that evaluation relies on register extracts, certificates, and financial reports. "The complexity of processing and evaluating applications is affected by the fact that the majority of applicants are foreign," Katainen noted.

The new Gambling Act establishes a licensing system focused on supervision, responsible gambling, and the integration of offshore operators. Licensed businesses will pay a 22 percent tax on gross gaming revenue. The regulated space will operate alongside the state-owned operator Veikkaus, which previously held a monopoly.

Industry forecasts from Finnplay project the Finnish market to generate $1.37 billion in gross gaming revenue during the first full year, rising to $1.7 billion by 2029.

The country joins Sweden and Denmark in implementing a licensed iGaming framework. Finland’s 5.6 million residents maintain established betting habits centered on soccer, ice hockey, and Formula 1 racing.
